I am a public school corporation and I have a neglected institution pop up on my Title I report. Why is this residential facility for neglected students on my reports?

  A

If the neglected institution generated Title I funds and services were provided, the data for the neglected institution must also be reported. This is why the neglected institution will appear as part of the public corporation (for Title I only).

I am a public school corporation and have a nonpublic school pop up on my Title I report. Why is this nonpublic school on my reports?

  A

If the nonpublic school received Title I funds last year from the public corporation, the data for the nonpublic school must also be reported. This is why the nonpublic school will appear as part of the public corporation (for Title I only).

I have a school showing in the Application Center that has no Title I students to report but there is no checkbox in Collection Management to report "No Records" for that school. What should I do?

  A

The "No Records" checkbox is not available for this collection. Each corporation is responsible for reporting for all schools listed in Collection Management. These were identified by your corporation's Title I Program Administrator as schools to be served with the Title I funds provided. If, after reviewing the matter with your local Title I Program Administrator, you still believe that a school is listed in error, please contact Jamie Miller of IDOE's Title I division at 317/232-0540 or jmiller@doe.in.gov.

I am a Title I Program Administrator and I do not have access to the STN Application Center. Who is responsible for submitting Title I data?

  A

Your corporation’s STN Site Administrator (or his/her designee) is responsible for uploading the files. The Title I Program Administrator is responsible for providing the appropriate data and verifying accuracy of the submission.

Our school is questioning the release of the student data for the health and guidance information for the Title I collection stating that it is against the rules of HIPAA. Is this correct?

  A

The Family Policy Compliance Office (FPCO), the federal agency responsible for the Family Educational Rights and Privacy Act (FERPA), has indicated a number of times that school-based health records are NOT covered by HIPAA but by FERPA. For a recent treatment of this issue (and on point), see FPCO's letter to Alabama DOE at http://www.ed.gov/policy/gen/guid/fpco/ferpa/library/alhippaa.html. Department of Education General Counsel has also put out information on this and spoke at length to several groups,
including school nurses. We can legally collect the data, and we can do so under the FERPA regulations that entitle us to do so without prior parental consent. See 34 CFR Sec. 99.31(a).

Our school operates a Title I school-wide program, all students are reported for Title I. The notes on the data layout for reading and math state the student must have completed the instruction at this school during the grading period. Any grading period? All grading periods? What if a student stays for 1 week then leaves, then returns? How do we track this?

  A

If the student received Title I services for a reasonable period of time (at least one grading period or completion of a program during the year, such as a summer program, or another extended-time
opportunity), they should be reported as having received Title I services in each applicable school.

If the Title I student has home visitation, guidance, health but the program is not paid by Title I
funds is this reported as a Yes for the Title I student.

  A

Yes, in a school wide program. In a targeted assistance Title I school, only report Title I-funded
services for targeted Title I students.

 
Tech Tips/Troubleshooting

Can you tell me where to locate the sign off page for the DOE-TI?

  A

In order to get to the Title I report for signing, you have to be a Corporate-level user. If you are,
you can go under "Data Verification" on the blue menu bar to Reports, then to Title I, then to Summary Report [YEAR]. You will get to a page, where you have to select the Academic Year again. Then select "All Schools" or a particular school from the "School Building" drop-down box and click the "Search" button. The report requested will appear and at the upper right-hand corner there will be a button labeled "Printable View" - click the button and it will generate the printable report with the lines for signatures.
