09/01/05 Q The scoreboard states that not all schools have reported for Title I, my elementary is the only Title I school. How do I let you know that all schools have reported?
  A

Go to the Title I input form and select the school listed that does not have Title I, then click “no records”.

 
05/23/05 Q Our school is questioning the release of the student data for the health and guidance information for the Title I collection stating that it is against the rules of HIPAA. Is this correct?
  A The Family Policy Compliance Office (FPCO), the federal agency responsible for the Family Educational Rights and Privacy Act (FERPA), has indicated a number of times that school-based health records are NOT covered by HIPAA but by FERPA. For a recent treatment of this issue (and on point), see FPCO's letter to Alabama DOE at http://www.ed.gov/policy/gen/guid/fpco/ferpa/library/alhippaa.html. Department of Education General Counsel has also put out information on this and spoke at length to several groups, including school nurses. We can legally collect the data, and we can do so under the FERPA regulations that entitle us to do so without prior parental consent. See 34 CFR Sec. 99.31(a).
 
05/19/05 Q If the Title I student has home visitation, guidance, health but the program is not paid by Title I funds is this reported as a Yes for the Title I student.
  A Yes, in a school wide program. In a targeted assistance Title I school, only report Title I-funded services for targeted Title I students.
 
05/19/05 Q Our school operates a Title I school wide program, all students are reported for Title I. The notes on the data layout for reading and math state the student must have completed the instruction at this school during the grading period. Any grading period? All grading periods? What if a student stays for 1 week then leaves, then returns? How do we track this?
  A If the student received Title I services for a reasonable period of time (at least one grading period or completion of a program during the year, such as a summer program, or another extended-time opportunity), they should be reported as having received Title I services in 2004-2005 in each applicable school.
