Indiana Department of Education Link InitiativeWhat is the LINK Initiative?

The LINK Initiative is a multi-year effort involving five component projects aimed at improving customer experience and support for schools in order to leverage information technology to advance the vision and mission of the IDOE. After evaluating its portfolio of core business processes, the IDOE identified candidates for modernization and enhancement in five main areas.

LINK Initiative Projects 

The IDOE team developing the scope of the LINK Initiative based on the evaluation of current state of multiple measures, including solution performance metrics, risk and opportunity identification, business owner interviews and stakeholder surveys.Analysis resulted in the charter of five projects.  

 

These systems represent the key LINK Initiatives:

Unified Access Unified Access: The purpose of this project is to establish and implement the foundational technical elements which will support the other projects. View the roadmap
Data Exchange Data Exchange: The purpose of this project is to improve the process of data transfer and certification for student and educator level data submitted by schools and school corporations. View the roadmap
Intelligrants INtelligrants: The purpose of this project is to improve the processing of the State and Federal funding streams. View the roadmap
INview INview: The purpose of this project is to improve access to IDOE data and resources. View the roadmap
Schools 360 Schools 360: The purpose of this project is to implement a tool to improve the capacity of internal staff to support customers.

Unified Access Unified Access

Unified Access

Coming Soon!   Unified Access will allow a Superintendent/ recognized official of the organization accept the legal assurances for their organization.   This site will also allow the official to name a Data Security Coordinator to ensure technology best best practices for security are followed. 

Link Portal

Coming Soon!   The Link Portal will contain a series of role-based tiles and will be the entry point for LINK Initiatives and eventually all other IDOE systems.  

Identity Server

Not a public site.  However, this is the technology that allows schools to login to the LINK portal utilizing their local domain’s Google G-Suite or Microsoft 365 credentials. 

MDM Entities

Entities are any Educational Organization (EdOrg).  These may be corporations, schools, post-secondary institutions, community providers, or networks.   MDM Entities is the system where these EdOrgs are managed. 

MDM Identities

The MDM Identities system will contain the official lists of Student Test Numbers (STN) and School Personnel Numbers (SPN). 

 

Data Exchange Data Exchange

Data Exchange

Pilot for 19/20 school year.  Data Exchange will allow schools to configure their Indiana Ed-Fi, XML data transfers, view tier 2 validations and certify their data snapshots. 

Data Dashboard

Pilot for 19/20 school year.  The Data Dashboards will allow teachers to view data regarding their students and allow administrators to view data for the entire school.   Because the dashboard is built upon the data exchange project, no additional work to configure classes or class rosters is required. 

To be Retired:  
STN Application Center The STN Application Center will be retired and replaced by the Data Exchange system. 
DOE Online Various collection items such as the calendar or key contacts within DOEOnline will be collected via Data Exchange.   Grant information will be part of the INtelligrants solution.
Learning Connection The data reports in Learning Connection will be replaced by the Data Dashboard.   IDOE staff will utilize other modern communication technologies to communicate with schools.   In addition, Unified Access will be the new front door for IndianaIEP.

Coming fall 2019!  INtelligrants will consolidate over 40 different funding streams and the various grant applications into a single state-wide tool.

Alternative Education

This is a grants system that INtelligrants will encompass.

High Ability Grants

This is a grants system that INtelligrants will encompass.

This is a grants system that INtelligrants will encompass.

Title I, Title I Staffing

The Title systems will be replaced in the second phase of the INtelligrants roll-out.

State Aid / School Finance

The State Aid system will be replaced in the final phase of the INtelligrants roll-out.

Coming fall 2019!   The primary audience for this website will be parents and will display school performance data about schools, corporations and networks in Indiana.

To be Retired:  
Compass The INview website will replace compass.

Existing Systems to be Updated:

Moodle

Moodle will continue to be a collaboration and training platform.  Moodle will be reconfigured to utilize Unified Access logins.

Indiana IEP

IndianaIEP will continue in its current form.   The entry point will become the LINK portal. 

Individual Learning Plans (ILP)

This is a newer system.  The entry point will be the LINK portal. 

Indiana Complaint, Hearing, & Mediation Process (I-CHAMP)

The system will be reconfigured to have the entry point be the LINK portal and to utilize data from Data Exchange.

LVIS Licensure System

The system will re reconfigured to have the entry point be the LINK portal. 

Educator License Lookup

This system will re reconfigured to utilize data from Data Exchange. 

School Food Direct Certification / Direct Verification

This system will be reconfigured to utilize data from Data Exchange. 

School Food CNP Web App

This system will be reconfigured as needed to fit in with the LINK Initiatives.

Finance: Form 9

This system will be reconfigured to have the entry point be the LINK Portal.

Accountability Center

This system will be reconfigured to have the entry point be the LINK Portal.

Existing Systems to be Replaced:

ISTAR-KR

A new state assessment vendor has been identified to provide the early childhood assessment. 

MIDAS

A new migrant system called MIS2000 is in development.

Choice Scholarship/ Voucher

This system will manage the choice scholarship/voucher applications and payments.

Homeschool Enrollment

Parents can choose to report that they homeschool their children via this application.   An improved way to report will be coming.
