INDIANAPOLIS – The Indiana Department of Education (IDOE) today released the request for proposal (RFP) for the ISTEP replacement test, known as Indiana’s Learning Evaluation Assessment Readiness Network (ILEARN). RFP submissions will be received through 3:00 P.M. (ET) on August 24, 2017.

“We are excited for the opportunity to refresh our approach to assessments here in the state of Indiana,” said Dr. Charity Flores, IDOE Director of Assessment. “ILEARN provides the flexibility to rethink the way we assess students and through technology, creates a more comprehensive system ensuring we have a true understanding of the college and career readiness of our students.”

Passed in the 2017 legislative session, House Enrolled Act 1003 created the ILEARN assessment as a replacement for ISTEP+. ILEARN will be effective for the 2018-2019 school year. One key improvement to the updated assessment is the computer adaptive functionality of ILEARN. As a computer adaptive test, students will receive challenge leveled questions that are adjusted and based upon the individual student’s responses and demonstrated skill-level during the assessment event. This adaptive design allows for assessments to better measure each student’s true level of mastery and identify where additional instruction is necessary.

The mission of ILEARN’s RFP is to secure a qualified testing vendor to develop and administer the ILEARN assessment as well as to address the deployment and reporting of the Grade 3, IREAD-3 assessment. The selected testing vendor will also be responsible for ensuring the successful delivery of computer-adaptive forms, including multiple-choice and technology-enhanced items aligned to the Indiana Academic Standards, as well as development of test blueprints and items critical to assessment development.  These initial steps will occur within the first few months of the ILEARN contract and educators will be recruited to ensure alignment of the assessment to priorities of daily instruction. Representatives from IDOE, the State Board of Education, and school corporations will review and evaluate proposals in early fall.
